The People's Republic of China (PRC, China) takes learning English very seriously. English is taught in schools. The Chinese take great pride in their ability to speak English well.
The computer that I am using to write this was made in China. The wireless modem that I use on my netbook was made in Korea. My Eastman Kodak battery charger was made in China.
Have you gone to China for business? Did your Chinese hosts speak to you in Chinese? Or English? Did you go to a business meeting in Tokyo without knowing a word of Japanese? What language did your hosts speak to you?
Is your company investing in Brazil? Are negotiations conducted in Portuguese?
China's unrivaled success in the world market is due in part to China's mastery of the English language.

Why do so few English speakers bother to learn a second language? Why do American schools treat foreign languages as throw-away electives? Laziness and a feeling of cultural superiority.
